Our strategy

Develop first. Invest at completion.

ABS arranges sponsor-led development and construction financing, then generally seeks LIHTC limited-partner equity at or near substantial completion.

Substantially reduced construction exposure

By the time an investor is admitted, the primary construction-execution phase has generally passed.

Greater underwriting visibility

The building and its final costs can be inspected. Placed-in-service and eligibility milestones, cost certification, lease-up collections and occupancy are observable rather than projected.

Reduced lease-up uncertainty

Investors see actual leasing progress before committing.

Public funding

Delivering housing before seeking public investment

ABS advances eligible projects with sponsor-arranged capital and seeks to minimize reliance on discretionary public gap subsidy during construction.

Once housing is complete or nearly complete — and can be inspected — ABS may approach public agencies about eligible funding that supports deeper affordability. Our projects continue to use public tools where available, such as tax-exempt bonds, low-income housing tax credits and land-use incentives.

Approach

Full-cycle. Long-term.

Acquisition, entitlements, financing, construction, lease-up and asset management under one sponsor team.

Community benefit

What the apartments mean for residents

Every ABS community is income-restricted under long-term recorded affordability covenants. Rents are set for households earning roughly 30% to 80% of area median income — in Los Angeles that means a senior living alone, a home-health aide, a line cook or a young family can live close to where they work.

Our newest buildings sit next to Metro and Metrolink stations, cutting commute time and cost. Preservation work at older communities such as Apple Tree Village reinvests in roofs, building systems and apartment interiors so long-time residents can stay.

Our strategy

Completion-stage vs. earlier-commitment equity

Typical earlier-commitment LIHTC equityABS completion-stage approach
When equity commitsOften at construction closing, before the building existsAt or near substantial completion
Construction risk carried by the investorThrough the full build, mitigated by developer completion obligations and adjustersLargely behind the project
What can be inspectedPlans, budgets and projectionsThe finished building, final costs and early leasing
Tax credits, depreciation, distributions and residualsIn both cases, governed by actual qualification, the partnership agreement and each investor's own tax position
